Medicare Savings Program

This benefit helps people with modest incomes pay for Medicare costs. 

What help is available? 

Get help from your state paying your Medicare Part A (Hospital Insurance) and Part B (Medical Insurance) premiums through a Medicare Savings Program. If you qualify, a Medicare Savings Program might also pay your Part A and Part B deductibles, coinsurance, and copayments. 

Who is eligible? 

Vermont offers 4 different Medicare Savings Programs. You must have income below a certain limit, as described below. These limits could change year to year.  

Qualified Medicare Beneficiary (QMB) Program 

  • To qualify, you must be entitled to Medicare. 

  • Helps pay for: Part A and Part B premiums, deductibles, coinsurance, and copayments (for services and items Medicare covers). 

Monthly income limits for 2025: 

Monthly Income at or below 100% FPL 

Single

Specified Low-Income Medicare Beneficiary (SLMB) Program 

  • To qualify, you must be entitled to Medicare. 

  • Helps pay for: Part B premiums  

Monthly income limits for 2025: 

Monthly Income between 100.01% and 120% FPL

Single 

$1,306 - $1,565

Couple 

$1,764 - $2,115

Qualifying Individual (QI) Program 

  • You may qualify if you are entitled to Medicare AND do not receive other federal funded medical assistance, such as Medicaid. 

  • Helps pay for: Part B premiums  

Monthly income limits for 2025: 

Monthly Income between 120.01% and 135% FPL

Single

Couple 

$2,116 - $2,380

Qualified Disabled & Working Individual (QDWI) Program 

  • You may qualify if you have a disability AND are under the age of 65 AND lost your Medicare premium-free Part A because you returned to work. 

  • Helps pay for: Part A premiums only

How do I apply? 

There are a few ways to get a Medicare Savings Program. If your income exceeds those listed above, but you think you could still qualify, filling out an application is recommended. 

  • If newly applying for Medicaid, you will be screened for Medicaid AND your eligibility for a Medicare Savings Program. There are three ways you can apply: 

    • Online. Use our online application. Fill it out completely. See our step-by-step guide on how to apply online. 

    • Mail. Fill out a paper application (205ALLMED) and send it to:

    • Phone. Call us at 1-855-899-9600. 

  • If you want support paying for Medicare costs only, but do not want Medicaid, complete the 201P Pharmacy Programs Application. Print out this form, fill it out completely, and mail in the completed application. You will be screened for a Medicare Savings Program and other support paying for prescriptions. 

Whether you are applying for Medicaid and MSP or just a Medicare Savings Program, you may need to submit acceptable verification documents to complete your application.
