The Department of Vermont Health Access (DVHA) is filing Medicaid State Plan Amendment (SPA) 11-035 to implement Medicaid coverage for comprehensive tobacco cessation services for pregnant women, including both counseling and pharmacotherapy, without cost sharing.
This service is required by Section 4107 of the Patient Protection and Affordable Care Act. The aggregate impact of this change is expected to be cost neutral. Services may be delivered by qualified Medicaid providers using CPT codes 99406 and 99407 and HCPCS codes S9453. The rate for CPTs 99406 and 99407 will be assigned using DVHA’s RBRVS rate methodology. The rate for S9453 is set at $41.13 per unit.

Comments received will be posted to the DVHA web site for viewing by February 21, 2012. There are no public hearings scheduled.
