  • Proposed rule filed with ICAR on September 2, 2010.  ICAR meeting and approval: September 13, 2010.
  • Proposed Rule Change filed with Secretary of State's office and copy to Health Access Oversight Committee on October 15, 2010.
  • A Public Hearing was held Friday, November 19, 2010, from 1:00 pm to 3:00 pm in the large conference room at DVHA, 312 Hurricane Lane, Williston. 
  • Written comments were accepted through 4:30 PM on November 26, 2010.
  • DVHA response to public comments sent to respondents posted on the DVHA website on December 10, 2010.
  • Revised DVHA response to public comments sent to respondents and posted on the DVHA website on December 20, 2010.

  • An informal meeting on the DVHA response to public comments was held Wednesday, December 22, 2010, from 3:00 pm to 4:30 pm in the large conference room at DVHA, 312 Hurricane Lane, Williston.

  • Final Proposed Rule filed with Secretary of State's office and copy to LCAR on January 14, 2011

  • Approved by LCAR on 2/10/11. 

  • Effective date of rule: 3/5/11.

     
    11/23/10 Email from Susan W. Besio, Commissioner, Department of Vermont Health Access to the 11/19/10 Public Hearing Respondents regarding the Blueprint for Health Rule Comment period:
     
    The period for written commentary on the Blueprint for Health Rules will end as planned.  Comments specifically on the Rules should be sent to Greg Needle (greg.needle@ahs.state.vt.us) by 4:30 PM on Friday, November 26, 2010. However, many of the comments we have received on the Blueprint Rules are actually related to the Blueprint Manual. 
     
    To be responsive to these concerns, we will:
     
    1.       Amend the Blueprint Rule to include a provision that the Blueprint Expansion Design and Evaluation Committee (in its advisory capacity to the Blueprint Director as described in both the text of Act 128 and the Manual) is responsible for updating the Blueprint Manual, and will seek public input before any non-clerical changes are made to the Manual.  This will allow the Manual to simultaneously be responsive to the changing status of the expanding program, and to be responsive to stakeholder input as it evolves.  
    2.       Continue to take written commentary on the current proposed Blueprint Manual until December 13, 2010 at 4:30 PM before it is finalized. 
     
    The next meeting of the Blueprint Expansion Design and Evaluation Committee is on Wednesday, December 14, 2010 from 8:30-10:30 AM at the offices of the Department of Vermont Health Access (DVHA) in Williston.
