Request for Information: Vermont Drug Wholesaler Savings Initiative

This RFI is issued by DVHA to gather information from drug wholesalers that can result in new cost-saving opportunities throughout the Medicaid outpatient drug supply chain. DVHA recognizes drug wholesalers as a key player in the supply chain and would like to explore opportunities for cost savings and improved pricing transparency in delivering the Vermont Mediaid drug benefit. DVHA is also interested in leveraging information gained in this RFI to benefit other payers and Vermont consumers. DVHA intends to evaluate the submissions by respondents to explore how wholesalers can meet DVHA's needs and understand the costs associated with proposed solutions.

Disproportionate Share Hospital (DSH) Audit

The Department of Vermont Health Access (DVHA) is soliciting proposals to contract with a CPA firm that is independent of the State Medicaid Agency and perform Disproportionate Share Hospital (DSH) audits as required under the December 19, 2008 Medicaid DSH final rule (73FR 77904) and CMS-2198-F (Medicaid Program; Disproportionate Share Hospital Payments). The Contractor must review the criteria of the federal audit regulation and complete the verification, calculations, and report under the professional rules and generally accepted standards of audit practice

Pilot Prototypes for Alternative Systematic Approaches to Management of Chronic Pain

AHS/DVHA is seeking proposals to pilot test alternative approaches to the management of chronic pain. The pilots will test new services that provide coordinated specialists, complementary and alternative treatment modalities (CAMs), and ongoing enhanced primary care for Medicaid Members experiencing complex pain conditions for three months or longer duration.

DVHA is seeking to select Health Care Organizations (HCOs) that have a signed Project Charter Plan with Vermont Information Technology Leaders, Inc. to deploy HCO interface connections that securely receive or transmit immunizations reports, laboratory results, encounter reports, radiology reports, transcribed reports, and other clinical data between the HCO's electronic health record system and the Vermont Health Information Exchange (VHIE).

RFP# 03410-295-18: Vermont Health Connect CMS Program Integrity Audit

AHS through DVHA is soliciting proposals to contract a CPA firm independent of State Medicaid Agency and subject Vermont Health Connect, a State Based Exchange (SBE), to perform a Program Integrity audit for SFY17 as implemented in the Centers for Medical Services final rule (9957-F) issued August 30, 2013 and in accordance with Program Integrity Rule Part II 45 CFR 144.1200 (c).

The State is seeking to award funds to Federally Qualified Health Centers (FQHCs) in Vermont to support the adopting and alignment with evidence-based guidelines to improve workflow and patient outcomes in Diabetes HbA1C, Hypertension Control, Colorectal Cancer Screening, and other priority areas. Quality improvement initiatives that follow the Plan-Do-Study-Act (PDSA) cycle performed by the State's Vendor, Bi-State Primary Care Association, have been adopted to assist the State in achieving improved workflow and patient outcomes. The State will reimburse FQHCs for actual staff time spent focused on the Quality Improvement PDSA cycle activities performed by the FQHC, up to the maximum award for $2,000

 RFP #120-18: New England States Consortium System Organization (NESCSO)

NESCSO is seeking qualified bidders for an asset verification program (AVP). AVP is a mechanism to verify assets for purposes of determining or re-determining Medicaid eligibility for aged, blind and disabled or long-term care Medicaid applicants or recipients. This tool/service will provide further automation of the business processes and improve the operational effectiveness of determining eligibility assets. The Department of Vermont Health Access (DVHA) invites the submission of proposals from qualified vendors to assist the State of Vermont in conducting a comprehensive review of the State’s Health-IT Fund established by 32 V.S.A. § 10301, Health Information Technology Plan established by 18 V.S.A. § 9351, and Vermont Information Technology Leaders established by 18 V.S.A. § 9352. The State requires the vendor to develop a report on this evaluation which DVHA will present as a report to the Vermont State Legislature no later than November 15, 2017.
